Shanghai held the fourth working conference on the Ozone Depleting Substances (ODS) elimination capacity building. According to the conference, Shanghai plans to freeze the production and consumption of HCFCs by 2013, cut 10% of HCFCs by 2015, and bans HCFCs completely by 2030.
By 2010, Shanghai had closely followed the regulations about the ODS in the international protocols such as the ‘Montreal Protocol on substances that deplete the ozone layer’ as well as the domestic industry elimination plans, reaching the standards of eliminating the ODS. Except for maintenance, repairs, and some other special uses, major ODS such as CFCs, halon, carbon tetrachloride and methyl chloroform have been completely banned in production and use. Besides, household electric appliances with CFCs are forbidden to sell. ODS management has been included in the Shanghai environmental routine supervision and management mechanisms.
